भारतीय रिजर्व बैंक (RBI) ने प्रीपेड पेमेंट इंस्ट्रूमेंट्स (PPIs) दिशानिर्देशों के कुछ प्रावधानों का पालन न करने के लिए Amazon Pay (India) Pvt Ltd पर 3.06 करोड़ रुपये का जुर्माना लगाया है।
आरबीआई ने एक बयान में कहा कि “यह देखा गया है कि यह इकाई आरबीआई द्वारा नो-योर-कस्टमर (केवाईसी) आवश्यकताओं पर जारी निर्देशों का पालन नहीं कर रही थी।
अमेज़न पे ई-कॉमर्स की दिग्गज कंपनी अमेज़न इंडिया की भुगतान शाखा है और मोबाइल रिचार्ज और बिल भुगतान जैसी सेवाएँ प्रदान करती है। यह भागीदारों के माध्यम से सावधि जमा (एफडी) जैसे बीमा और धन प्रबंधन उत्पादों का वितरण भी करता है।
आरबीआई ने कहा कि उसने पहले इकाई से कारण बताने को कहा था कि निर्देशों का पालन न करने पर जुर्माना क्यों न लगाया जाए।
बैंकिंग नियामक ने कहा, “इकाई की प्रतिक्रिया पर विचार करने के बाद, आरबीआई ने निष्कर्ष निकाला कि आरबीआई के निर्देशों का पालन न करने के उपरोक्त आरोप की पुष्टि की गई और मौद्रिक दंड लगाया गया।”
नियामक ने यह भी स्पष्ट किया कि कार्रवाई इकाई द्वारा किए गए किसी लेनदेन या समझौते पर आधारित नहीं थी।
“यह कार्रवाई विनियामक अनुपालन में कमियों पर आधारित है और इसका उद्देश्य अपने ग्राहकों के साथ इकाई द्वारा किए गए किसी भी लेनदेन या समझौते की वैधता पर उच्चारण करना नहीं है।”
अमेज़न इंडिया के एक प्रवक्ता ने कहा, “हम नियामक दिशानिर्देशों के अनुसार संचालन करने और उच्च अनुपालन बार बनाए रखने के लिए गहराई से प्रतिबद्ध हैं, जबकि हम अपने ग्राहकों की ओर से उन्हें एक सुरक्षित और सुविधाजनक भुगतान अनुभव प्रदान करने के लिए नवाचार करते हैं। हम अधिकारियों के साथ अपनी प्रतिबद्धता साझा करने के लिए उनके साथ मिलकर काम करना जारी रखते हैं।
जुलाई 2022 में, आरबीआई ने केवाईसी आवश्यकताओं के अनुपालन न करने के समान कारणों के लिए ओला फाइनेंशियल सर्विसेज पर 1.67 करोड़ रुपये का मौद्रिक जुर्माना लगाया।
नियामक ने पिछले साल अगस्त में फिनटेक फर्म ओबोपे पर जुर्माना भी लगाया था।
अतीत में, आरबीआई द्वारा जुर्माना लगाने वाली वित्तीय संस्थाओं ने निर्णय का विरोध किया है या जुर्माना कम करने के लिए नियामक के साथ परामर्श किया है।
विनियामक फाइलिंग के अनुसार, वित्तीय वर्ष 2021-2022 (FY22) के लिए, Amazon Pay India ने 1,740.8 करोड़ रुपये के नुकसान पर कुल आय 2,052.4 करोड़ रुपये दर्ज की।
