पिछले सप्ताह, 31 जुलाई को भारी बारिश के कारण उत्तरी दिल्ली के सब्जी मंडी इलाके में एक इमारत ढह गई, जिसमें एक व्यक्ति की जान चली गई। अगले दिन, उसी क्षेत्र में एक और इमारत ढह गई। उसी दिन, शहर में दो अलग-अलग इमारत ढहने की घटनाओं में तीन लोग घायल हो गए – एक डिफेंस कॉलोनी में और दो शास्त्री पार्क में। 2 अगस्त को दरियागंज में एक स्कूल की दीवार गिर गई, जिससे पार्क किए गए कई वाहन क्षतिग्रस्त हो गए। उसी दिन जहांगीरपुरी में दो मंजिला इमारत गिर गई, जिससे तीन लोगों की मौत हो गई.मानसून की शुरुआत के एक महीने से अधिक समय बाद, दिल्ली नगर निगम (एमसीडी) ऐसी घटनाओं पर चिंता और मानसून पूर्व तैयारी की कमी पर आलोचना के बीच शहर में असुरक्षित इमारतों के सर्वेक्षण में अपने पैर खींच रहा है। नगर निकाय पहले ही एक बार समय सीमा टाल चुका है।
एमसीडी के इमारत विभाग को वार्षिक प्री-मानसून सर्वेक्षण करने का काम सौंपा गया है – निगम के कनिष्ठ अभियंता क्षतिग्रस्त स्थिति में इमारतों की पहचान करते हैं, और इन इमारतों के मालिकों को नोटिस जारी किया जाता है और मरम्मत करने का निर्देश दिया जाता है। यदि मरम्मत तय समय सीमा के भीतर पूरी नहीं होती है, तो एमसीडी के पास है विध्वंस करने का अधिकार. सर्वेक्षण हर साल अप्रैल में शुरू होता है और जून तक पूरा हो जाना चाहिए। इस वर्ष, निष्कर्ष जारी करने की प्रारंभिक समय सीमा 14 जून थी। फिर समय सीमा 15 जुलाई कर दी गई। 4 जुलाई तक, नागरिक निकाय ने केवल दक्षिण क्षेत्र का सर्वेक्षण पूरा किया था, जिसमें चार खतरनाक इमारतों की पहचान की गई थी। सर्वेक्षण पर हुई प्रगति के बारे में पूछे जाने पर नगर निकाय ने मंगलवार को कहा कि अब तक 67 खतरनाक इमारतों की पहचान की गई है और सर्वेक्षण पूरा होने में कुछ समय लगेगा। जब उनसे पूछा गया कि अब तक कितने घरों का निरीक्षण किया गया है, तो अधिकारियों ने जवाब देने से इनकार कर दिया।
