बीमा कंपनियों ने इस साल स्वास्थ्य और जीवन बीमा पॉलिसियों पर प्रीमियम बढ़ा दिया है, जिसने 18% वस्तु और सेवा कर (जीएसटी) के साथ मिलकर देश की आबादी के कई वर्गों के लिए बीमा को कम किफायती बना दिया है। लोकसभा में विपक्ष के नेता राहुल गांधी समेत विपक्षी नेताओं ने जीवन बीमा और स्वास्थ्य बीमा प्रीमियम पर जीएसटी वापस लेने की मांग को लेकर मंगलवार को संसद के मकर द्वार पर विरोध प्रदर्शन किया. तृणमूल कांग्रेस के सांसद डेरेक ओ ब्रायन ने सोमवार को राज्यसभा में यह मुद्दा उठाया था और उनकी पार्टी प्रमुख ममता बनर्जी ने “जनविरोधी” कर के विरोध में पिछले सप्ताह “सड़कों पर उतरने” की धमकी दी थी। इससे पहले 28 जुलाई को केंद्रीय सड़क परिवहन और राजमार्ग मंत्री नितिन गडकरी ने वित्त मंत्री निर्मला सीतारमण को पत्र लिखकर कहा था कि जीवन और चिकित्सा बीमा प्रीमियम पर जीएसटी “जीवन की अनिश्चितताओं” पर कर लगाने के समान है। गडकरी ने कहा, यह कर “उद्योग की वृद्धि को भी रोक रहा है”।
जीएसटी ने 1 जुलाई, 2017 से सेवा कर और उपकर जैसे सभी अप्रत्यक्ष करों को बदल दिया। वर्तमान में, स्वास्थ्य और जीवन बीमा पॉलिसियों पर जीएसटी 18% तय है। चूंकि जीएसटी सेवा कर को समाहित करता है, जो बीमा उद्योग पर लागू होता है, इसके लागू होने से प्रीमियम राशि में वृद्धि हुई है। जीएसटी से पहले, जीवन बीमा प्रीमियम 15% सेवा कर के अधीन थे, जिसमें मूल सेवा कर, स्वच्छ भारत उपकर और कृषि कल्याण उपकर शामिल थे। 15% से 18% की वृद्धि ने अंतिम उपभोक्ता को प्रभावित किया – यानी, पॉलिसीधारक – अपनी प्रीमियम राशि बढ़ाकर। इसके साथ-साथ उपचार की अत्यधिक लागत – चिकित्सा मुद्रास्फीति पिछले वर्ष के अंत तक 14% होने का अनुमान लगाया गया था – ने कई लोगों के लिए चिकित्सा बीमा खरीदना मुश्किल बना दिया है। यही स्थिति टर्म इंश्योरेंस पॉलिसियों के मामले में भी है। सरकार ने सोमवार को संसद में स्वीकार किया कि जीवन और स्वास्थ्य बीमा पर जीएसटी की दर में छूट या कटौती के लिए अभ्यावेदन प्राप्त हुए हैं।
