E-Waste को लेकर केंद्र सरकार सख्त है और इसे लेकर केंद्र सरकार ने नए दिशानिर्देश जारी किए हैं। दिशानिर्देशों के अनुसार अब जो भी E-Waste पैदा करेगा उन्हें उसे नष्ट करने की जिम्मेदारी भी उठानी होगी। यह नियम 1 अप्रैल से प्रभावी होंगे और नए नियमों के तहत इस जिम्मेदारी को न उठाने वालों से सख्ती से निपटा भी जाएंगे, जिसमें उन्हें जुर्माना और जेल दोनों ही भुगतना पड़ सकता है। इसके अलावा E-Waste के दायरे को भी बढ़ा दिया गया है, जिसमें 21 वस्तुओं की जगह अब 106 वस्तुओं को शामिल किया गया है। जिसमें मोबाइल चार्जर से लेकर घरों में इस्तेमाल की जाने वाली सभी छोटी-बड़ी इलेक्ट्रॉनिक्स और इलेक्ट्रिकल चीजें शामिल हैं।
री-साइक्लिंग की जिम्मेदारी री-साइक्लर की
हालांकि E-Waste को लेकर वन एवं पर्यावरण मंत्रालय ने नए नियम पिछले महीने ही जारी कर दिए थे। अधिसूचना 2022 के अनुसार E-Waste यानी इलेक्ट्रॉनिक चीजों के कचरे का निष्पादन अलग तरीके से किया जाएगा जिसके लिए कलेक्शन सेंटर स्थापित किए जाएंगे। बता दें कि इलेक्ट्रॉनिक कचरे का सबसे ज्यादा उत्पादन सरकारी दफ्तर, बैंक समेत कई बड़ी एजेंसियों में होता है ऐसे में इन सभी को नए नियमों के तहत ई-कचरे को री-साइक्लिंग व कलेक्ट करने वाली रजिस्टर्ड एजेंसी को देना होगा। इसके अलावा ई-कचरे के संग्रहण और री-साइक्लिंग की जिम्मेदारी भी री-साइक्लर की होगी।
पोर्टल पर रजिस्ट्रेशन कराना अनिवार्य
E-Waste के नए नियमों के तहत Central Pollution Control Board (CPCB) ने एक online portal तैयार कर किया है जिसमें E-Waste के तहत अधिसूचित सभी 106 वस्तुओं को तैयार करने वाले उत्पादकों को इस पोर्टल पर खुद को रजिस्टर्ड कराना जरूरी होगा इसके अलावा सभी री-साइकिल को भी पोर्टल पर रजिस्ट्रेशन कराना अनिवार्य होगा और उसी आधार पर ही उन्हें नए उत्पादन की अनुमति मिलेगी। मौजूदा समय में देश में हर साल करीब 11 लाख टन ई-वेस्ट पैदा हो रहा है। लेकिन उनमें से अभी सिर्फ दस फीसद का ही संग्रहण हो पाता है।
नियमों का पालन नहीं किया तो होगी कार्रवाई
E-Waste के नए नियमों के तहत दिशानिर्देशों का पालन नहीं करने वालों पर प्रदूषण नियंत्रण बोर्ड की तरफ से Environment Protection Act के तहत कार्रवाई की जाएगी, जिसमें जुर्माना और जेल दोनों का प्रावधान है। इसके अलावा एजेंसी के काम को भी रोका जा सकता है।
भारत दुनिया का तीसरा सबसे बड़ा ई-कचरा पैदा करने वाला देश
United Nations Global E-Waste Monitor Report के अनुसार, चीन और अमेरिका के बाद भारत दुनिया का तीसरा सबसे बड़ा E-Waste पैदा करने वाला देश है। अनुमान है कि भारत ने वर्ष 2021 में पांच मिलियन टन ई-कचरा उत्पन्न किया है, जो केवल चीन और संयुक्त राज्य अमेरिका से कम है।
