यह निर्देश तब आया जब वरिष्ठ वकील के परमेश्वर, जो न्याय मित्र के रूप में अदालत की सहायता कर रहे हैं, ने पीठ को बताया कि कई आदेशों और समय के विस्तार के बावजूद, 18 राज्यों और केंद्रशासित प्रदेशों ने आज तक एसएनजेपीसी की सिफारिशों का पूरी तरह से पालन नहीं किया है। पीठ ऑल इंडिया जजेज एसोसिएशन की याचिका पर सुनवाई कर रही थी जिसमें पूर्व न्यायाधीशों और न्यायिक अधिकारियों के लिए कल्याण और अन्य उपाय लागू करने की मांग की गई थी। पीठ ने कहा कि शीर्ष नौकरशाहों को देरी के बारे में स्पष्टीकरण देने के लिए व्यक्तिगत रूप से उपस्थित होना होगा और उन दलीलों को खारिज कर दिया कि मुख्य सचिवों को वस्तुतः उपस्थित होने की अनुमति दी जाए। टीएन सरकार की ओर से पेश वरिष्ठ वकील अमित आनंद तिवारी बाद में अदालत पहुंचे और कहा कि राज्य ने सुप्रीम कोर्ट के निर्देशों और एसएनजेपीसी की सिफारिशों का काफी हद तक पालन किया है और बकाया का भुगतान छह सप्ताह में किया जाएगा। पीठ ने दलीलें खारिज करते हुए कहा कि वह एक मुख्य सचिव को अपवाद नहीं बना सकती।
